CCCF 2013 Annual Meeting

The Board of Directors of the Clarion County Community Foundation held its Annual Meeting on March 20th, our sixth since or founding 13 March 2007.  As part of our anniversary we placed a flower on the graves of those who are honored by memorial funds and those who have established a fund.

We elected to second terms of two years the officers of the Board: President Bill Kaufman, Vice President Charles Marlin, Treasurer Jerry Belloit, and Secretary Clara Belloit.  Our current Trustees on the Board of Bridge Builders Community Foundations are serving terms that expire 13 March 2015.  We elected the 13 March 2016 class of directors: Janice Horn, Jamie Lefever, Andy Montana, and Sally Vereb.

We hope to recruit three additional members to the Board; and extend an invitation to anyone interested in the work of the community foundation to contact our president, Bill Kaufman at (814) 229-8622.  Two members, Nancy Ambrose and Bill Rupert, retired at the end of their terms, and shall be missed.  Nancy Ambrose was a Founding Director of CCCF.

Following the election, the Board took three actions which must now be given final approval by the BBCF Trustees.  First, we changed the CCCF Bylaws to eliminate the restriction on the number of terms a Director may serve if elected; and to allow officers of the Board to serve two consecutive terms of two years.

Second, we approved the Adam Weeter Memorial Scholarship Fund for Keystone High School Seniors.  It will be a $2,000. scholarship, beginning this year.

Third, we approved a joint grant to the Clarion Y, a satellite of the Oil City Y, of $250 from CCCF, to be added to $750 from the Venango Area Community Foundation.  Charles Marlin

New Table for Bridge Builders

John Deemer, Oil City businessman and friend of Venango Area Community Foundation and Bridge Builders Community Foundations, created and donated the beautiful table the BBCF Trustees used for the first time May 1st.  The table is 4′x10′, with a blond oak base and Formica top.

 

The table outshined the Trustees, and we thank him for his gift.  The Trustees are Joseph Keebler, Susan Williams, and Jason Woolcock for VACF; Lynn McCaslin and Norman Wimer for Forest County Community Foundation; Jerry Belloit, Bill Kaufman, and Charles Marlin for Clarion County Community Foundation; and Trent Moulin, Executive Director of BBCF.

CCCF 2012 Annual Meeting

The Clarion County Community Foundation held its fifth annual meeting March 22, 2012, to conduct regular business and elect officers for coming terms.  The 13 March 2015 class of directors elected for three-year terms are Tracy Becker -first term, William Hearst -second term, Bill Kaufman -first term, and Jack Troese -first term.

For CCCF trustees on the Bridge Builders Community Foundations Board of Trustees we elected Jerry Belloit -second term, Bill Kaufman -first term, and Charles Marlin -second term.

Officers for CCCF elected for one-year terms are President Bill Kaufman -first term, Vice President Charles Marlin -first term, Treasurer Jerry Belloit -first term, and Secretary Clara Belloit -first term.

Jamie Lefever Now On Board

Jamie Lefever is the newest member of the Clarion County Community Foundation Board of Directors.  She is a resident of New Bethlehem and is involved in many civic and nonprofit organizations across the county, so we are doubly happy she has come on the CCCF Board.

She has just moved into the position of Executive Director of the Clarion County Economic Development  Corp, a spot vacated by Brad Ehrhart who moved on to Portage County, Ohio.  If you want to talk to Jamie, drop in to the CCEDC office at 21 N 6th Avenue, Clarion.

CCCF 2011 Annual Meeting

The Clarion County Community Foundation Annual Meeting held March 16th marked our fourth anniversary as an affiliate of the Bridge Builders Community Foundations.  The principal business for the annual meeting is the election of officers.

To serve a partial term as Director in the 13 March 2012 class we elected Tracy Becker.

To serve their first full term as Directors in the 13 March 2014 class we elected Clara Belloit, Jerry Belloit, Charles Marlin, and Barry McCauliff. 

To serve their second full term as Trustees of the BBCF representing CCCF we elected Jerry Belloit, Janice Horn, and Charles Marlin. 

To serve their second full term as officers of CCCF we elected Jerry Belloit President, Barry McCauliff Vice-President, and Nancy Ambrose as Secretary.

Bill Kaufman To Be BBCF Interim Director

The Board of Trustees of the Bridge Builders Community Foundations announces steps to transition the organization from the leadership of Mr. Stephen Kosak, after 21 years as Executive Director, to new leadership.

The Board has assigned Mr. Kosak a new title as Senior Executive Director effective when his employment with PNC Bank, National Association begins on January 1, 2011.  As Senior Executive Director he will advise, review, and consult with the Bridge Builders staff, Trustees, and affiliate Boards, serve Ex-Officio on the Bridge Builders Board of Trustees, and represent the community foundations at functions when appropriate.

Beginning January 1, 2011, Dr. Bill Kaufman of Clarion will serve as Interim Executive Director.  He has been given an ambitious set of instructions by the Bridge Builders Trustees.  Additionally he will manage the administrative offices at 213 Seneca Street, Oil City, meet with donors, volunteers, and nonprofit organizations seeking grants from one of the three affiliate community foundations.  All the services the foundations are known for will continue during this transition.

The specific challenges given to Dr. Kaufman are to evaluate all operations, budget, and staffing to create efficiencies, expand services, and economize; create goodwill in our service area; organize Penn Jefferson Community Foundation as an affiliate to serve Jefferson County; make recommendations for future operations, budget, and staffing; and finally to assist the Trustees in the employment of a new Executive Director.

After 37 years in education, Dr. Kaufman retired in July 2009 from his position of Executive Director of the Riverview Intermediate Unit 6.  Before his tenure at Riverview, Dr. Kaufman served 12 years as the Superintendent of the Clarion Area School District.  Prior to this, he was employed by the Oil City Area School District where he worked in several capacities ranging from math teacher and coach to assistant superintendent.  Dr. Kaufman received a BS in mathematics from Juniata College, a master’s degree from Westminster College, and a doctorate in education from Penn State.

Mrs. Lynn McCaslin of Tionesta, Trustee President, says, “the mission of Bridge Builders Community Foundations and the affiliates Clarion County Community Foundation, Forest County Community Foundation, and Venango Area Community Foundation is the same as under Mr. Kosak.  We are a nonprofit trustee for charitable endowment funds, administered by independent, local affiliate Boards and the final Board of Trustees.”

Mrs. McCaslin continues, “we emphasize local control, low administrative fees, and direct participation by donors, volunteers, and nonprofit organizations.  Our funds include scholarships, school funds, unrestricted funds, funds serving a specific nonprofit, cemetery funds, community funds, and field-of-interest funds.  Our breadth and commitment are unique.”

CCCF Annual Meeting

The Clarion County Community Foundation held its annual meeting on St. Patrick’s Day, March 17, 2010, and elected the 13 March 2013 Class of Directors who are Nancy Ambrose, Anne Day, Janice Horn, William Rupert, and Jane Schautz.  These directors were all serving partial terms which do not affect their eligibility to serve two consecutive full terms of three years each if elected.

Elected to serve one year terms were President Jerry Belloit, Vice-President Barry McCauliff, Treasurer Bill Kaufman, and Secretary Nancy Ambrose.  These officers are serving their first one year term and if elected may serve a consecutive second one year term.

Directors who were not up for election were the 13 March 2011 Class of Clara Belloit, Jerry Belloit, Charles Marlin, Barry McCauliff, and Rhonda McMillen-Toth; and the 13 March 2012 Class of Matt Best, William Hearst, Bill Kaufman, Jack Troese, and Randy Vossburg.

The current CCCF representatives on the Bridge Builders Community Foundations Board of Trustees are Jerry Belloit, Janice Horn, and Charles Marlin with terms set to end 12 March 2011.  They may be elected to a second consecutive term of three years.  Charles Marlin

CCCF Hears Reports And Elects Board Members

The Board of Directors of the Clarion County Community Foundation met Wednesday, November 18, 2009, to hear reports and conduct business.

The first report was on Clarion Friends and the continuing problem with our PayPal account.  A donor can not access our PayPal account to make a donation and the Board can not obtain a satisfactory explanation.  The second report was by Vice President Janice Horn on what has recently transpired at BBCF Trustees meetings.  The third report was by our Treasurer Jerry Belloit on the Managed Investment Accounts.

Our Executive Director Steve Kosak gave a short review of the Wealth Transfer Symposium sponsored by BBCF at Seneca Hills Bible Conference on Friday, November 13, 2009.  He anticipates holding follow-up meetings on creating a legacy society for each affiliate as well as a data base for an annual appeal and other mailings.

The Board reviewed the recently approved BBCF Protocol on Grant Decisions.  The Protocol outlines how in a timely fashion decisions by fund committees can be passed on to an affiliate board of directors and then on to the board of trustees to take final action on the fund committees recommendations.

The Board approved a resolution to be passed on to the BBCF Trustees on promoting the organization of community foundation affiliate in Jefferson County, as well as extending endowment fund services to Butler County.  The resolution is important enough that it will be posted in its entirety after this posting.

The final action of the meeting was the election of three new Directors, Anne Day of Clarion, Barry McCauliff of Shippenville, and Matt Best of Shippenville.  There remains two open positions on the Board and if anyone is interested they may contact any Board member or the Board President Charles Marlin at (814) 797-2233.

Board members are divided into three classes that expire sequentially.  If elected a Board member may serve two consecutive terms for a total of six years.  Those members of the 13 March 2010 class are Nancy Ambrose, Anne Day, Janice Horn, William Rupert, and Jane Schautz.  Those members of the 13 March 2011 class are Clara Belloit, Jerry Belloit, Charles Marlin, Barry McCauliff, and Rhonda McMillen-Toth.  Those members of the 13 March 2012 class are Matt Best, William Hearst, and Randy Vossburg.  Charles Marlin

CCCF Hears Reports, Finds Problem, And Anticipates Growth

At the Board of Directors meeting of the Clarion County Community Foundation on September 16, 2009, most of the hour was spent on reports.  The first report was on Clarion Friends http://clarionfriends.wordpress.comwhich has received over 3,700 visits since its beginning, but something has gone wrong with our paypal account on the Donations Page.  We have reports that people are not able to make donations, so our Associate Director Jeanne Best will try to get the paypal account back in working order.  We are sorry that this has disrupted doners’ efforts to support our field-of-interest funds.

We heard a report from our CCCF Treasurer Jerry Belloit who also chairs the BBCF Finance and Investment Committee.  He discussed the BBCF Profit & Loss Budget vs. Actual dated September 2008 through August 2009 submitted by Best.  He also discussed the recently approved BBCF Budget for Fiscal Year 09-10 as submitted by Best.  He discussed the Report of Managed Investment Accounts for BBCF ending June 30, 2009, submitted by Best.

Vice-President Janice Horn reported on non-financial actions taken by the BBCF Trustees at their last meeting.  None of the actions dealt directly with CCCF.

Executive Director Steve Kosak reported on a recent meeting with Jefferson County governmental, community, and business leaders that begins the BBCF’s effort to organize the Penn Jefferson Community Foundation as an affiliate of BBCF.  We are hopeful this effort proves successful as it will bring community foundation services to Jefferson County through a community based organization, and it will strengthen BBCF by increasing the population and capital base of our united service area.  The entire CCCF Board expressed a willingness to help in any way requested.

Our last agenda item was the election of William J. Rupert to the Board Class ending March 13, 2010.  Directors are entitled to serve two consecutive three-year terms if elected.  Completing a partial term does not impact that entitlement.  There continues to be openings on the Board, so anyone interested can find out more about the foundation and how the Board operates by calling Board President Charles Marlin at (814) 797-2233.

Our next meeting will be November 18th, the third Wednesday of the month, from 5:15 to 6:15pm at the IC Rectory Meeting Room in Clarion.  Charles Marlin
